¿Se plantea el Estado peruano la industrialización?

La respuesta objetiva es: No.
Pese a que en buena  parte de la historia, el Perú oficialmente proponía su industrialización, sea el Estado de la Revolución Liberal de 1865  (luego, la República Aristocrática en su primera etapa), y el Estado desarrollista (desde el segundo gobierno de Manuel Prado hasta la crisis hiperinflacionaria de 1987).
A las pruebas nos remitimos.
La Plan del Bicentenario es el único documento del Estado que expresa lo que es deseable a mediano plazo en nuestro país en términos de producción, como aparece en el cuadro que sigue:

Como se apreciará, de los 8 rubros mencionados, sólo dos pertenecen al sector de transformación, textiles y confecciones y metalúrgia, e incluso uno es de industria liviana.
Es decir, el mismo esquema país campo – mina de siempre, al margen de la Sociedad del conocimiento, cuestionado desde hace siglos por los prohombres mas preclaros del Perú, como Manuel Pardo y Santiago Antúnez de Mayolo.

Is the Peruvian State considering industrialization?


The objective answer is: No.
Despite the fact that in much of history, Peru officially proposed its industrialization, be it the State of the Liberal Revolution of 1865 (later, the Aristocratic Republic in its first stage), and the developmental State (since the second government of Manuel Prado until the hyperinflationary crisis in 1987).
We refer to the tests.
The Bicentennial Plan is the only governement document that expresses what is desirable in the medium term in our country in terms of production, as it appears in the following table:

As will be appreciated, of the 8 items mentioned, only two belong to the transformation, textiles and clothing and metallurgy sector, and even one is from the light industry.
That is to say, the same country-farm scheme as always, outside the Knowledge Society, questioned for centuries by the most prominent figures in Peru, such as Manuel Pardo and Santiago Antúnez de Mayolo.

Se relanza Proyecto de irrigación e hidroenergético de Alto Piura


Después de 2 años de paralización, el Gobierno Regional de Piura y la administración del Proyecto de Irrigación e Hidroenergético Alto Piura (PEIHAP) han relanzado preparativos para retomar la obra, que consiste en irrigar 50,000 hectáreas, incluyendo tierras nuevas y el mejoramiento del riego de las restantes. Para ello, se trasvasará desde el rio Huancabamba (de la vertiente occidental) al Rio Piura, en la vertiente del Pacifico (costa). Alto Piura es uno de los proyectos de mas impulso de los pendientes de ejecución, junto con proyectos como Chavimochic III, Majes – Siguas II y Chinecas (ver post),
El proyecto también incluye generación de hasta 300 megavatios de energía eléctrica (con dos centrales hidroeléctricas: Gramadal y Cashapite) , además de la construcción de 4 reservorios y toda la infraestructura de riego en la zona baja del rio Piura, recuerda una nota de Gestión (9.3.20) y la información propia de PEIHAP. El proyecto se ubica cerca del puerto de Bayóvar, salida natural de los corredores bioceánicos, como el proyecto de Conexión Bioceánica Ferroviaria Norte Brasil – Perú, promovido por las fuerzas vivas de las regiones norteñas y orientales peruanas y los estados brasileños de Acre, Rondonia, Mato Groso, y Manaus. El Gobierno Regional de Piura proyecta, en esta perspectiva, convertir Bayóvar en un megapuerto.
El Componente I del Proyecto consiste en la perforación de un túnel trasandino para conducción de agua de 13 kilometros (y la presa tronera anexa), la misma que, ya en un avance de casi el 20%,iniciada en 2016 y que fué suspendida en 2018, cuando la empresa contratada Obrainsa – Astaldi cayó en suspensión de pagos.

Alto Piura water and hydropower project is relaunched


After 2 years of paralysis, the Regional Government of Piura and the administration of the Alto Piura Irrigation and Hydropower Project (PEIHAP) have re-launched preparations to resume the work, which consists of irrigating 50,000 hectares, including new lands and improving irrigation. To do this, it will be transferred from the Huancabamba river (from the western slope) to the Rio Piura, on the Pacific side (coast). Alto Piura is one of the projects with the greatest momentum of the pending implementation, together with projects such as Chavimochic III, Majes - Siguas II and Chinecas (see post).
The project also includes the generation of up to 300 megawatts of electric power (with two hydroelectric plants: Gramadal and Cashapite), in addition to the construction of 4 reservoirs and all the irrigation infrastructure in the lower area of the Piura river, recalls a Gestión  note ( 9.3.20) and PEIHAP's own information. The project is located near the port of Bayovar, a natural outlet for the bioceanic corridors, such as the Brazil-Peru North Railway-Bioceanic Connection Project, promoted by the living forces of the northern and eastern regions Peruvians and the Brazilian states of Acre, Rondonia, Mato Groso, and Manaus. The Regional Government of Piura plans, in this perspective, to convert Bayovar into a megaport
Component I of the Project consists of the drilling of a 13-kilometer trans-Andean tunnel for water conduction (and the adjoining embrasure dam), the same that, already in an advance of almost 20%, started in 2016 and was suspended in 2018, when the contracted company Obrainsa - Astaldi fell into suspension of payments.

Como financiar de verdad el desarrollo


En sus casi 4 años, este blog ha presentado el tema del desarrollo y su financiamiento; en esos dias de 2016, con todo el optimismo sobre el crecimiento peruano, el incremento de las inversiones extranjeras, la fructificación de los antiguos proyectos de inversión publica, y la inclusion del Perú en la iniciativa desarrollista china de Una Franja, una Ruta.
Al cabo de todo este tiempo, la realidad estuvo muy por debajo de las espectativas.
        I.            El proyecto de Corredor ferroviario bioceánico con financiamiento chino fue rechazado por un jaqueado presidente PPK;
      II.            El caso Lava Jato, con la brasileña Odebrecht, tuvo el efecto de una bomba sobre los proyectos de infraestructura, algunos de los cuales se retrasaron, y otros se cancelaron.
    III.            La inversión extranjera se puso lenta, por la violencia social (Tia María), recesión mundial y la guerra comercial entre nuestros dos principales socios, China y EEUU,
    IV.            Se deplomó la inversión pública a niveles históricos;
No obstante, el potencial regional se mantiene, aún en medio de la desestabilización geopolitica.
La receta para financiar nuestro desarrollo  sigue siendo la que propusimos en 2016: el modelo norteamericano original del primer secretario de Hacienda, Alexander Hamilton (1757 – 1804) , expresado magistralmente en su obra institucional, el Primer Banco Nacional de los Estados Unidos, y sus informes: sobre el Banco Nacional, del Crédito Público y Sobre las Manufacturas.
Pero, para responder cualquier objeción de anacronismo, debemos referirnos a la propuesta actual (2014)  para los Estados Unidos, formulada por el hoy finado economista Lyndon. LaRouche, las Cuatro Leyes Fundamentales consistente en :
(1) la inmediata re-promulgación de la ley Glass Steagall del Franklin D. Roosevelt (Separación de la banca comercial de la banca de inversión).
(2) El retorno a un sistema de Banca Nacional preciso y minuciosamente definido (control público de la emisión monetaria).
(3) El propósito de la utilización de un Sistema de Crédito Federal, es generar pautas de alta productividad en las mejoras del empleo, con la intención complementaria de aumentar la productividad económica-física y los niveles de vida de las personas (Financiación pública de la infraestructura fisica)
(4) "Adoptar un 'programa de emergencia' orientado por la fusión (nuclear)", ( programa científico de largo alcance).
En nuestro país, estas medidas tendrían un resultado óptimo, con el cuidado que requiere su aplicación dada su institucionalidad debilísima y su dependencia de la inversión extranjera. Por ejemplo, el Perú está traumado por la gran hiperinflación de 1987- 90 respecto al control público (Ejecutivo) de la emisión monetaria.
Pero también para los traumas hay tratamiento. Entretanto, son suficientes los cambios constitucionales del caso y la actuación de una verdadera Corporación Financiera de Desarrollo, no el minúsculo COFIDE que conocemos hoy, que le “prestaba” hasta a Odebrecht.
Toda la vida el Estado en los países que se desarrollaban le pidieron prestado al pueblo, como el caso de los Bonos del Tesoro. Y ese dinero siempre financió los grandes proyectos.
Es una falacia completa decir que no lo podemos hacer. La infraestructura, financiada nacionalmente y con convenios gobierno a gobierno, como lo ofrece China, es la garantia del bienestar de nuestros hijos.

How to really finance development


In its almost 4 years, this blog has presented the theme of development and its financing; In those days of 2016, with all the optimism about Peruvian growth, the increase in foreign investments, the fruition of the old public investment projects, and the inclusion of Peru in the Chinese development initiative of A Strip, a Route.
After all this time, the reality was far below the expectations.
I. The bio-oceanic railway corridor project with Chinese funding was rejected by a jailed PPK president;
II. The Lava Jato case, with Brazil's Odebrecht, had the effect of a bomb on infrastructure projects, some of which were delayed, and others were canceled.
III. Foreign investment slowed down, due to social violence (Tia María), world recession and the commercial war between our two main partners, China and the US,
IV. Public investment plummeted at historic levels;
However, the regional potential remains, even in the midst of geopolitical destabilization.
The recipe to finance our development remains the one we proposed in 2016: the original North American model of the first secretary of the Treasury, Alexander Hamilton (1757 - 1804), masterfully expressed in his institutional work, the First National Bank of the United States, and its Reports: on the National Bank, Public Credit and On the Subject of Manufactures.
But, to answer any objection to anachronism, we must refer to the current proposal (2014) for the United States, formulated by the late economist Lyndon. LaRouche, the Four Fundamental Laws consisting of:
(1) the immediate re-enactment of the Glass Steagall Act of Franklin D. Roosevelt (Separation of commercial banking from investment banking).
(2) The return to a precise and meticulously defined National Banking system (public control of monetary issue).
(3) The purpose of the use of a Federal Credit System is to generate patterns of high productivity in the improvement of employment, with the complementary intention of increasing economic-physical productivity and people's living standards (Public financing of physical infrastructure)
(4) "Adopt an 'emergency program' oriented by fusion (nuclear)" (long-range scientific program).
In our country, these measures would have an optimal result, with the care that their application requires given their very weak institutionality and their dependence on foreign investment. For example, Peru is traumatized by the great hyperinflation of 1987-90 regarding the public (Executive) control of the monetary issue.
But also for traumas there is treatment. Meanwhile, the constitutional changes of the case and the performance of a true Development Finance Corporation are enough, not the tiny COFIDE that we know today, which "lent" it to Odebrecht.
All the life the State in the developing countries asked the people to borrow, as in the case of Treasury Bonds. And that money always funded the big projects.
It is a complete fallacy to say that we cannot do it. The infrastructure, financed nationally and with government-to-government agreements, as China offers, is the guarantee of the well-being of our children.
